Councillor Mohammed Waghat, 50, of Buncer Lane, Blackburn elected to be tried at Crown Court when he faced Hyndburn magistrates charged with benefit fraud.
Waghat denied two charges, involving a total overpayment of £3,000, which concern him allowing his wife to claim benefit.
The case was adjourned pending committal.
