A CHARITY home for the disabled in Accrington has been told to improve in order to keep its residents safer.

An inspection carried out at Rough Lee Home, in Rough Lee Road, found risk assessments to be lacking.

But it did find the home to have “a warm and friendly atmosphere” with a high level of “satisfaction”.

A report from watchdog Care Quality Commission (CQC) said: “The service was not consistently safe.

“People told us they felt safe and secure in the home and staff knew how to recognise and respond to any evidence or allegations of abuse.

“However, risk assessments were not always up to date.”

One resident told inspectors their needs and wishes had changed.

However, staff did not know this because their risk assessment was only reviewed once a year.

The report said: “Timely and frequent review of risk assessments is important to ensure people can take responsible risks as part of their daily lives.”

The home’s manager, Andrea Buckley, said: “One of the residents suddenly decided that day that he wanted to start going out on his own without support, but because there was nothing in his care plan, the inspector was not happy.

“She did say we needed to do a more regular review with this gentleman, but the person in question is quite new to the home.

“He does say things on the spur of the moment and gets quite a bit mixed up, which I did try and explain to the inspector.”

During each inspection, the CQC examines five factors – safety, effectiveness, level of caring, responsiveness, and leadership.

Rough Lee Home was judged to require improvement in safety, but was marked good in all the other categories and good overall.

The report said: “People who used the service told us they felt safe and secure in the home.

“One person told us, ‘It’s a lovely place, it’s very warm and friendly. Another person commented, ‘It’s the best care home ever, you couldn’t get better’.

“People said they could talk to a member of staff or the manager to raise any concerns about their safety.”

Rough Lee Care Home supports up to 15 people with physical disabilities.
