Readers highlight Blackburn with Darwen's worst sites for litter


THESE are Blackburn and Darwen’s worst litter grot-spots, according to Lancashire Telegraph readers.

Debate about litter has been raging since a Blackburn with Darwen councillor branded residents “dirty sods” for the amount of rubbish on the streets.

Lib Dem Paul Browne said he was tired of collecting up a sack-full of food and drink wrappers on his walk to the shop each morning.

Meanwhile, Blackburn with Darwen Council bosses have admitted recent changes to the street-cleaning rota had made the problem worse in some areas and a review was underway.

One reader sent in pictures of litter strewn across the roadside in the Whittaker Street and the Johnson Street area of Blackburn, while Chester Street, also in Blackburn, was another hot spot.

A car park in Ash Street, in the Bastwell area, has also become an eyesore due to litter.

Coun Browne said it was residents, not the council, to blame for the problem – but a resident of Redearth Road in Darwen sent in a picture taken on bin collection day, saying: “It’s not all down to the people in the town. We might well be a bunch of dirty sods according to Coun Browne, but when you walk out of your front door every day and step into a bin, what’s the point in bothering?”

Pilmuir Road resident Marion Mitchell wrote in to say she had counted “28 lots of dog mess” on her street as well as cans, bottles, crisp packets and plastic bags.

Coun Browne said: “I am up front and always speak my mind. And it’s working – I can’t believe the difference. I am over the moon.”

Alan Cottam, the council’s executive member for regeneration and environment, said: “We are at the early stages of significant changes to street cleansing schedules.

"The new routes are working, although there will be some minor adjustments as we allocate more time to problem areas and places where there are, for instance, a lot of parked cars.

“Nowhere is being missed but we may look at adjusting the frequency of our visits to certain areas.”

If you were not from one of the most deprived areas in the country - then we might take your comments a little more seriously!

Worry about you own town instead of areas that are a hell of a lot better than the place you live...

Congratulate councillor Browne, what a joke. He has pointed out that funding he voted for has reduced the amount of work done on litter, detritus and dog fouling. Ten litter pickers have lost their job and your not telling me that the public of Blackburn with Darwen would be so blind to notice the difference. If it is the case of the litter pickers not being needed because mechanical sweepers are doing their work. Why have you had them employed in the past? surely wasted public money if the sweepers can do both jobs. For those people in Darwen who has noticed the difference, I would suggest that somewhere else is now getting worse. You can't lose 370 hours work and not notice. Wool over eyes comes to mind.
Seems that to get your area done though all you have to do is complain to your councillor before they put all their resources into somebody elses area.
Mechanical sweepers cant get to places people can and thats a fact. I've yet to see one on grass verges have you?

Why can't we get the people who are on community service to clean this litter up? they wouldn't have to pay them and it may get done quicker because of the amount of people on community service.

dds. My exact sentiments! However would we not be infringing on their 'Human rights',everthing else seems to do so?
Further,how many supervisors would be needed,could those on CS be persuaded to work effectively etc etc?
The answer is,in my opinion,to get the residents to respect their neighbourhoods,and also to enforce the laws where applicable!
Easy to say but very
difficult to apply!
There is so much waste from throwaway
packaging,some of which is voluable and if correctly dealt with valuable,
it is ridiculous!!
Don't blame the Councils! There are procedures in place
for dealing with all types of waste,none of which involve throwing stuff in the street or in 'back alleys'.
People who care follow the procedure,
people who 'can't be bothered'cause the mess,often in their own back yards(litteraly)pun intended,although it is far from funny!!

Cllr Browne is absolutley right.

You wouldn't need to waste any money at all on road sweeping if people binned their litter or took it home.

There are just more filthy dirty lazy Bar Stewards around than there used to be!

I see so many people just drop stuff in the street as they walk along, smokers throw their stubs as if the roads are ashtrays and people throw litter out fo car windows rather than bin it when they return home.

You know who you are.

Plenty of work for the Community Payback people. Should keep them busy and out of trouble for a long time. No need for extra staff and wages.

The one way of making sure that residents areas are cleared of litter is to make residents and commercial premises responsible for the pavements outside their house or shop. People should be given the power to report unsightly property next to them and then council employees enforce that it is cleaned up. This works very well in the US as people would start to realise what the plan of action was with their wrappers if they was having to clean up others.

I know what some are going to say " human rights " but it it no good trying to teach people without a lesson to be learned.

They are all 'vibrant, melting pots of multiculturalism' aren't they? Perhaps some more money might help.

And I frequently see the council litter pickers and the nu~nu in these areas so there is a hell of litter coming from somewhere! Could it possibly be dropped by the people that live there? The part of blackburn I live has never seen litter pickers and the nu~nu only drives past every 3 months. We still have litter but we have to clear up ourselves. Just another thought do the areas in question also have high reports of rodents?

The frontage of the shop on Chester Street is an absolute disgrace with dropped rubbish.
Once upon a time when shop-keepers took pride in their premises they would sweep outside at the start, and at end of the day, so is it any wonder why the street is a mess.
I would never spend in shops where the exterior is dirty so proprietors ae losing business to people like me, and I'm sure I'm not on my own in my thinking.

Who do we blame?

Well put it this way, if "they" weren't here, neither would the majority of social, economic and environmental problems in Blackburn be either.

We are on holiday in your area at the moment and we are enjoying it very much, the comments on litter surprise me as its no worse here than other areas in the UK.
Back home in Tenerife its a similer problem,but on household waste we have a DAILY rubbish collection and its done during the night so as to cause as little inconvenience as possible.
In all major streets there are communal large bins for anyone to use and its a free service funded by ratepayers but alas even so there are people who find the floor just as easy in which to dispose of their rubbish.
This area has so much to offer and although now living in a nice hot part of the world it has been a pleasure to visit here again.

There are many properties, some tatty, in the borough with overgrown rubbish strewn gardens and that is down to the lazy dirty sods that reside in them and whom have no self respect.
These people should be made to clean up and those in social housing authority should make tenants adhere to their agreed tenancy and if they don't put them out.
I recall watching, "Are You Being Serviced," way back in 2003 and it showed the borough as one big dump.
Nowts changed!

Has anybody looked closer at the areas that are littered with rubbish, and realised that these are areas where multi-cultures live. Years ago I lived in a few of the above mentioned areas and the places were spotless. Since the influx of different cultures nobody cleans up after theirselves. It needs to start in the homes and the schools to change the attitudes of everybody. Get off your back sides and clean up by your house, and put your rubbish in a bin. Do not throw it out of the car window or place on the floor like most do in these areas. If the person doing it was a different culture theyed be fined and reported.

Well said, could not have put it better myself and should be also taught at schools as they are the main offenders!
