Blackburn with Darwen Council was contacted after the waste was discovered behind Queen Victoria Street on May 20.

Blackburn Magistrate’s Court heard this week that further investigations found the waste had come from the home of Curtis Bell, who was found guilty in his absence of contravening the Environmental Protection Act.

He was fined £400 and ordered to pay £396 costs as well as a £40 victim surcharge.

Coun Jim Smith, executive member for environment at Blackburn with Darwen Council, said: “Naming and shaming those who dump rubbish in our community helps to ensure that the minority who blight our streets know that prosecution will be the consequence for their actions.”

“With thousands of volunteers working with us to improve Blackburn with Darwen through the Your Call campaign, it is crucial we do all we can to combat those who fail to dispose of their rubbish properly and urge residents to get in contact with the council to report fly tipping and illegal waste dumping.”
