BOROUGH Environment boss Jim Smith is determined to bring in tough new controls on dogs in children’s play areas, cemeteries, church grounds and sports fields across Blackburn with Darwen.

He spoke out after a consultation when more than 50 residents expressed concern about the move.

Most were alarmed by council leader Kate Hollern’s desire for a total ban on dogs off leads in the borough’s seven main parks.

Coun Smith said measures were needed following complaints about dangerous animals and people failing to clean-up after their pets.

He claimed when objectors realised the limited nature of the proposed controls, due this summer, most were reassured.

The council proposes banning all dogs, except guide dogs, from all 45 municipally-owned and private enclosed children’s play areas.

It will become a criminal offence not to keep a dog on a lead in 10 cemeteries, church precincts and burial grounds, including the Cathedral Close.

On a further eight playing fields officials will be able to force owners to put their dogs on a lead if requested on pain of a £75 fine.

During the four-week conultation, five letters and 49 emails objecting to the scheme were received.

Coun Smith, who walks his 11-year-old labrador Homer daily on Witton Park, said: “We are proposing limited new powers to tackle dangerous dogs and the problem of dog fouling.

“Dog muck is a scourge in this borough on its streets and it its parks.”

“There was little opposition to banning dogs from enclosed children’s play areas and requiring leads in cemeteries and churchyards.”

Good news for kids, and before all you mutt lovers start, why is their so much dog mess on the streets no you do not all pick it up and no it is not only a few that do not pick it up, the streets are full of dog mess and it is past time that owners did what they preach and pick it up. Rant over Oh and I do not hate dogs just lazy owners that cant be bothered to bend down and pick it up.

There is no law specifying that dogs must be kept on a lead on a right of way or other public place, but local authorities can make an order under section 27 of the Road Traffic Act 1988 to introduce this as a requirement on designated highways. Additionally, the dog must be allowed to walk only along the line of a public right of way. An act of trespass may be committed against the land owner if it wanders too far away from the official route, but this would not be something the local authority would be likely to take action against.

I live right on the doorstep of this Coun Jim Smith, and for the amount of years i have lived here i have never seen Coun Jim Smith walk his dog, but i have seen Coun Jim Smith`s dog running freely around the green grass outside our homes and his dog doing it`s buiseness on the grass and the Coun Jim Smith never ever comes and picks it up after his dog.So who is he to lay down the laws for other dog owners if he does not follow rules himself. typical councellor BS full of it.This Coun Jim Smith wants to practise what he preaches.
