PLANNING chiefs scuppered a shisha bar’s hopes of building a first-floor smoking area and a retractable roof.

Cafe With Shisha, which is above the Chunky Chicken takeaway in Derby Street, Bolton, applied to upgrade ventilation and air conditioning systems as well as install an extra smoking room.

Councillors rejected the proposals at a planning meeting, saying it would increase noise and activity at the premises to the detriment of nearby residents.

They also said the design, height and siting of the air conditioning units would damage the character and appearance of the area.
