'No mistake' in Darwen reservoir puchase plan

BOROUGH chiefs have assured a Darwen councillor they are not making a mistake in buying Dingle Reservoir in Sunnyhurst Wood for a nominal fee.

Whitehall ward Liberal Democrat Coun David Foster was concerned the borough could be taking on unsuspected liabilities by buying the land for community recreation.

He tackled resources chief Andy Kay on the issue when the borough ruling executive board met at Darwen Town Hall.

Coun Kay said the reservoir had been given a preliminary inspection which had highlighted a number of minor issues regarding fencing, signs and repairs to the dam.

He said a further survey would be carried out but the initial examination suggested there were no major problems in maintaining the land, due to be bought from owners Aeternum Capital, in the future. The firm plans to demolish Hollins Grove Paper Mill which the water orginally serviced and had offered it to the council for a nominal sum.

Coun Kay added: “Purchasing this land will ensure it is available in the future for community use.”

Councillor Foster is probably concerned his project for Jack's Key will now be shelved.

Probably a bit of jealousy too, the Sunnyhurst Councillors succeded and a lot of hard work and patience paid off.

Why should Cllr Foster be slated for voicing concerns. It does not say he was against the idea simply that he had concerns about any future financial implications / liabilities involved. Surely as a Cllr this is what he is elected to do. I doubt it is sour grapes re Jacks Key as is being suggested, probably more that because of the meetings he has had with the Environment Agency in regards to Jacks Key, he is aware of potential implications with regards the dams. The issues surrounding Jacks Key are a lot more complicated than that of Dingle and although improvement work there is feasible unfortunately Jacks Key will never be brought back to it's full former glory. Dingle however although needing a lot of work has a lot of potential and should not be left to deteriorate. The Council buying this is a good thing and the Cllrs involved were right to pursue it.

You are very right Milano, two places of beauty brought back to anywhere near their former best would be great for Darwen. As a bit-part angler I have a little knowledge of the complexities of Reservoir Legislation as I'm sure the Borough Engineers have.
A quick phone call to those engineers by Cllr Foster would surely have eliminated the need for the question at Executive Board Level, leaving Cllr Foster with the job of congratulating the Executive for their commitment to Darwen.

Just who has said Cllr Foster was against the idea ?

The Dingle would be a good asset but beware the midge flies. They are hungry monsters there.
